SECI launches tender for grid-connected rooftop solar PV projects

Solar Energy Corporation of India Limited (SECI) has launched a tender for the selection and incorporation of solar energy developers for the establishment of grid-connected rooftop solar PV projects on government buildings as per the model RESCO (Renewable Energy Service Company Model) through competitive tenders based on tariffs.

The deadline to submit an offer is November 24, 2022 and offers will open on November 25, 2022.

Projects must be set up according to the RESCO model, as defined by the MNRE. The scope of work of the SPD includes, among others, obtaining a No Objection Certificate (NOC) from the distribution company (DISCOM) for network connectivity, complete design, engineering, supply , storage, civil works, assembly, testing and commissioning of the RTSPV Project, including operation and maintenance (O&M) of the project for the duration of the PPA. Project O&M may include wear, overhaul, machine breakdown, insurance and replacement of faulty modules, UPS/Power Conditioning Unit (PCU), spare parts, consumables and other parts for the duration of the PPA.

A bidder, including its parent company, affiliate or ultimate parent company or any group company, must submit a single bid offering a minimum quantity of contracted capacity of 1 MW and a maximum quantity of 10 MW, each project size being between 100 kW and 500 kW only.

Each interested bidder shall pay Rs. 6000/- as tender/request for proposal filing fee. Additionally, each bidder will be required to pay Rs. nine (9) lakhs per MW as a deposit (EMD).

The selected bidder will be required to submit Rs. 1,350,000/MW as performance bank guarantee/contract execution guarantee.

The Bidder must have experience in the design, supply, installation and commissioning of grid-connected solar power plants with a cumulative capacity of at least 50% of the stated capacity for the last seven fiscal years before the deadline for submission of offers of this RfS. Solar photovoltaic power plants must be commissioned and must operate satisfactorily for a period of at least 1 year. The last date for submission of bids will be the deadline for consideration of such experience.

At the same time, the bidder must have experience in the design, supply, installation and commissioning of at least two grid-connected solar power plants with a minimum individual capacity of at least 250 kW in the last seven exercises before the deadline for submission of offers of this RfS. . Solar power plants and solar systems must be commissioned and must operate satisfactorily for a period of at least 1 year. The last date for submission of bids will be the deadline for consideration of such experience.

The Bidder’s average annual turnover must be Rs. 1.8 Cr./MW over the previous three financial years. The net worth of the bidder must be equal to or greater than Rs. 90 lakhs/MW of the listed capacity, as of the last date of the previous financial year, i.e. financial year 2021-22.
